Operational Maturity Assessment

Intelligence operations mature through four levels. Level 1 — Reactive: intelligence is produced on request, no recurring products, no standard formats. Level 2 — Scheduled: one to two recurring products with consistent format, manual production, limited automation. Level 3 — Systematic: full product catalog, standardized workflows, partial automation, quality metrics tracked. Level 4 — Optimized: automated production pipeline, AI-assisted analysis, continuous quality improvement, measurable organizational impact. Most intelligence functions should target Level 3 within their first year and Level 4 within their second.
