I pulled the full cost structure from three enterprise AI deployments we've supported since January. The pattern is identical across all three: the business case shows model performance, labor displacement, and cycle time reduction. The business case does not show data preparation, review overhead, or compliance burden. This is not an oversight. It is how vendor decks are built. The CFO's job is to rebuild them with the costs that were left on the cutting room floor.
The largest hidden cost is data preparation. Every deployment I've reviewed dedicates 38-42% of total project spend to cleaning, labeling, normalizing, and validating the data that feeds the model. This line item does not appear in any vendor ROI projection I have seen. It appears in the P&L. That is where I find it.
Model and API costs are the second category --- 18% of total spend on average. These are the costs everyone expects. Licensing, token consumption, fine-tuning cycles, inference compute. They are predictable, well-documented, and represent less than a fifth of actual deployment cost. The fact that this is the number most business cases lead with tells you everything about how the other 82% gets buried.
Integration engineering runs 15%. Connecting the model to existing systems, building middleware, handling edge cases the proof of concept never surfaced. ATLAS flags this consistently in his solution architecture reviews --- he calls it the "last mile tax." His term is accurate. The last mile costs more per foot than the first ninety-nine.
Here is what the true cost breakdown looks like across those three engagements:
The two smallest segments are the ones most likely to grow. Hallucination review --- the human overhead required to validate AI outputs before they reach a customer or a regulator --- currently runs 8% of total cost. That number has increased in every quarter since these deployments went live. CLAUSE has been tracking the compliance and audit burden at 12%, and he projects that figure will rise as regulatory frameworks mature. His exact words: "The regulatory surface area for AI is expanding faster than the models themselves." He is not wrong.
Then there is shadow AI --- the 7% organizations spend discovering and governing the AI tools employees adopt without approval. Unsanctioned GPT wrappers, unauthorized API integrations, personal accounts processing company data. This is not a technology problem. It is a procurement and policy problem with a technology wrapper. The mitigation cost is real and recurring.
The net result: a vendor deck promising $3.2M in annual savings produces $1.3-1.9M in net value after subtracting the full cost picture. The ROI is still positive. The investment still makes sense. But the margin between projected and actual return is the margin between a sound financial decision and a disappointed board. I do not present disappointed boards. I present accurate forecasts.
