Change Management Sign-Off: Adoption Metrics Before Launch, Not After

The most dangerous phrase in AI deployment planning is "we will measure adoption after we go live." That phrase reveals that the organization has not defined what successful adoption looks like, has not established a baseline to measure change against, and has no mechanism to detect adoption failure before it becomes a sunk cost. Adoption metrics belong in the deployment plan, not the post-launch retrospective. They should be defined, baselined, and agreed upon by all stakeholders before a single user touches production.
Change management sign-off from PRISM requires three things: defined adoption metrics with agreed success thresholds, a baseline measurement of current behavior before the AI system is introduced, and a 30-day post-launch measurement plan with predetermined intervention triggers. These are not suggestions. They are the conditions under which PRISM signs off on organizational readiness. An organization that cannot define what successful adoption looks like is not ready to deploy.
- 1. Define Adoption Metrics Adoption is not "percentage of users who logged in at least once." Adoption is behavioral change. Define metrics that reflect actual use: task completion rate using the AI tool versus previous workflow, output acceptance rate (how often users accept the AI-generated output without significant modification), escalation rate (how often users route around the system to the human-only process), and time-to-value metrics (does the AI-assisted workflow complete faster than the baseline). Each metric requires a success threshold and a failure threshold. Below the failure threshold triggers an intervention. Above the success threshold triggers expansion.

Baseline Current Behavior Before deploying the AI system, measure the current workflow: how long does the task take without AI assistance, what is the error rate in the current process, what percentage of tasks require senior review under the current process, and what is the current user satisfaction with the existing workflow. These baselines are the comparison point. Without them, you cannot demonstrate improvement. Without demonstrable improvement, you cannot sustain adoption against the natural organizational pull toward familiar processes.
- 3. Establish Intervention Triggers Define the specific metric thresholds that trigger a predetermined intervention — not a meeting to discuss whether to intervene. At 30 days: if adoption rate is below forty percent, activate the influence hub engagement protocol. If escalation rate is above thirty percent, conduct output quality review and user interview round. If output acceptance rate is below fifty percent, re-examine whether the system prompt and retrieval configuration match the actual task requirements. Predetermined interventions prevent adoption failure from being diagnosed six months after it was detectable.
