The organizations that run quarterly cross-functional alignment reviews proactively avoid the organizations that run them reactively after a blockage. This is not a complicated principle. It is consistently not followed because quarterly reviews feel like overhead when things are going well. Let me be clear: things feel like they are going well in the quarter before the blockage. The review that catches the developing concern before it crystallizes into a blocker is the review that saves three months of crisis management.

Attendees: IT, Legal, HR, Finance representatives + Initiative Lead

1. Environmental Update by Function (30 min)
   IT: Security landscape changes, new infrastructure concerns, upcoming reviews
   Legal: Regulatory changes, new liability considerations, contract updates
   HR: Workforce sentiment, adoption challenges, training gaps
   Finance: ROI actuals vs. projected, budget trajectory, cost concerns

2. Initiative Performance Review (20 min)
   Adoption metrics by phase
   Open blockers and resolution status
   Upcoming milestones and gatekeeper inputs required

3. Cross-Function Issue Identification (20 min)
   Issues that touch multiple gatekeeper functions
   Conflicting requirements between functions
   New initiatives that require cross-functional alignment

4. Action Items and Owners (10 min)
   Specific asks to each function before next review
   Follow-up timeline
   Escalation owner for unresolved items

5. Horizon Scan (10 min)
   What is coming in the next quarter that requires preparation
   New regulations, organizational changes, or technology updates
