Intelligence Surge Operations

An intelligence surge is a concentrated, time-limited collection and analysis effort focused on filling the information gaps identified in the rapid assessment. Normal intelligence cadences are suspended for the surge duration. All available collection capacity is redirected to the war room topic. The surge typically lasts 24-48 hours and produces a comprehensive situation brief that replaces the preliminary rapid assessment with a fully evidenced analysis.
Do This
- Redirect all collection capacity to the war room topic for the surge duration — prioritize ruthlessly
- Define specific information gaps to fill — the surge has clear objectives, not open-ended exploration
- Set a time limit — 48 hours maximum. After that, return to normal operations with enhanced monitoring
- Produce an updated assessment every 8-12 hours during the surge — the situation evolves and the response must evolve with it
Avoid This
- Continue normal intelligence production alongside the surge — capacity is finite, and the war room takes priority
- Run the surge indefinitely — extended surges burn out the intelligence team and degrade the ongoing product quality
- Collect without analyzing — the war room needs analyzed intelligence, not raw data dumps
